1.1 Statutory obligations and policy

1.1.1 East Ayrshire and South Ayrshire Council have a statutory obligation under Section 34 of the Roads (Scotland) Act 1984 to prevent snow and ice endangering the safe passage of pedestrian and vehicles over public roads in terms of the above legislation a ‘road’ includes carriageways, footways, and footpaths areas.

1.1.2 South and East Ayrshire Council’s aim is to provide an effective and efficient Winter Service in accordance with ‘Well Maintained Highways’ and within the resources available to:

• Allow the safe passage of vehicles and pedestrians
• Minimise delays due to winter weather
• Ensure operations are undertaken safely

1.1.3 The aim of the Winter Service Plan is to set out how the Winter Service will be provided within each Council roads network.
